Regulated Return Q's

So, as I just found out, our Big Red's P.O.'s "fuel fix" appearsd to be a regulated return setup. The stock pressure regulator is now feeding a 90* elbow with a shrader on it for pressure tests, and there is an Edelbrock fuel pressure regulator hooked up to what appears to be the ends of the cylinder heads and shoots down to where the Excursions factory FPR attaches.

SO....
It currently has a gasser regulator on it. Not sure where its set (shrader too big for a tire guage) and not sure if it's hooked up right.
It's an Edelbrock 1728 if I remember right.....

SO... Is having a gasser regulator on there going to kill things?
How should these suckers be hooked up?
Anything I should check for to see if the P.O. was as much of a knucklehead as I think he was?
