I would call up bean, di, bwd, dieselsite, and itp. ask them to put together a package deal and go with the one that fits your budget and power level.
all are great dealers.

or maybe look at new stealth if that is out.)

motoblue (rpmoutlet.com) or mbrp exhaust 299 & +++
powerslot brakes and hawk pads or diesel manor's version at least on the front 300~700 ish
also an 08 rear diff cover is a nice cheap add on. 50 +/-
prob spend the rest on the down payment
if you'r changing turbos's late 99 work better with pdr, garret or tn bb
turbos's early 99's like d66 or h2e turbos..the h2e is by far a better turbo for high hp levels but is 2400 +/- .
mannuals don't have expensive $4000bts tranny upgrade to fool with.
and don't have the mechanical diode tranny that some 01's had.
south bends should be nice clutches. But are far slower on the drag strip.
they are easier on pulling contests though.
I would not forget to look at powerslot brakes and hawk lts pads ..stopping is always nice.
big oil helps , and fuel mods are nice too. like a fass and reg return.
fluid dampers are not $$ and help eaek a tiny bit of power smoothness and mpg
, di, and tonywildman are all good chips, dp
has the most setting availible.
afe2, airflow performance and the diy
tymar are good intakes.
mbrp and motoblue , magna seem to have good exhust kits.
bwd and di , and possible international have better up pipes ,if you are looking at drop in turbos, otherwise the h2e has all the pipes needed.
