What is a B250 engine vs a B238?

I have 3 powerstroke trucks right now at my house. One is a 1999.5 with an "international" model b250, a late 2000 with a "international navistar" engine and a early 2001 "international" B250. The B250's say they have 250 hp while the b238 says it has 238 hp. Did they make 2 different engines those years? I found this info from the stickers on the valve covers on each. Both B250 trucks are ext cab and the b238 is a crew cab. What is the deal with the different engines? BTW they are all F250's 4x4

What trannie is in each truck? I seem to recall (not positive) that some trucks were rated differently according to which trannie was used.

The difference is in the PCM programming. Thats it
