BPD oil cooler still high temps

OK, 04 6.0. EGR delete, HD BPD oil cooler, bypass filter, coolant filter, blue spring upgrade, studs, powermax turbo, terminator modified HPOP, stock injectors. sct tuner, tunes from gearhead. Truck runs great, tow tunes are supposed to turn on the fan with EOT. still seeing oil temps as high as 246 and no fan with EOT. Fan comes on like it should with ECT, rarely see 218/220, soon as fan comes on ECT drops quickly. Gearhead has sent a couple diff tunes and still no fan with EOT. This is while towing of course, close to 10k.

ANY IDEAS????
