Aftermarket Exhaust

So I went to the "muffler shop" in town today to order my exhaust. In the course of speaking with the owner, he told me that the 4" turbo back exhaust I wanted will probably come with a 3.5" down pipe. Does this sound correct? I wanted 4" all the way...
