Speed/Shift Points

Just bought an auto enginuity scan tool. Truck has always shifted too soon, in the 4th through od gears. tried to increase line pressure, revs per mile, still no change. Took it into the dealership, had them adjust what they could (for 35 inch tires) currently i have 37" tires, this helped some. A TS performance Re Speed was installed, this corrected the speedo gauge.

Noticed in the scan tool that the speed is reading for the 35 inch tires, not what the speedometer is reading for the 37s. At the accurate speed of 65 mph on the speedo, the scan tool is reading 55mph. Is this the problem its shifting too soon? If so, does anyone know what the fix is. (I tried wiring into the vss off of the rearend & also the abs, versus what the ts performance requires splicing into the back of the speedo cluster - did not work).
