04 F250 6.0L Crank, NO-Start.

From the Snap-On Souls Ultra Scanner
KOEO / Cranking
RPM: 0 / 192
BATTERY: 12.3v / 10v
FICMLPWR: 12v / 9.5v
FICMMPWR: 49v / 49v
FICMVPWR: 12v / 10v
FICMSYNC: NO / YES
ICP_DSD: 0 / 1350
ICP_PRESS: 21 / 1356
ICP(V): 0.28v / 1.69
IPR: 15% / 43%
SYNC: NO / YES

-I'm getting white smoke ok the exhaust during crank (very little) smells like fuel.
-Truck is bulletproofed, No codes other then EGR delete.
-Injector buzz test comes back good.
-Pulled and replaced IPR (Old one looked fine).
-ICP_Disconnected: Still NO-Start.
-FICM is Refurbished from Advance Auto Parts(Good or bad you tell me).
-FICM Harness is definitely plugged in all the way (Hose under the connectors also).
-Crank signal Good on my Scanner.
-Fuel bowl fills when cap is off.
-Oil filter and cap are OEM.

I'm pretty stumped any help would be greatly appreciated. Anyone willing to help I would happily talk over the phone for faster response.

The numbers you posted look good enough (the cranking voltage is a little low though).

Most likely it is an injector or the FICM.

I am not a fan of FICM's or FICM boards from auto parts stores! Couldn't say if it is good or bad though.

Can you see if you are getting an injector fuel pulse width command?

Injector #3 Was acting up early this week, I'll swap it. Any reccomendations on where to buy 1 (cheap and reliable preferably). Anything I should do while I'm in there? Not too familiar with these engines.

The abbreviation/PID for Injector Fuel Pulse Width is FPW or FuelPW.

I really only recommend the OEM Ford ReManufactured Injectors.

I buy them from AutoNation White Bear Lake.

They sell them for $180 or $185. FICMRepair.com sells them also, and they price match.

Accurate Diesel will sell the OEM remanufactured ones for $210.
