i think you are right, the sealing is done on the od
, but in this high pressure appication, when 4000 psi
is applied the oring could expand inward allowing a flattened cross section. a larger crosssection will address this and at some point if it is engineered properly it, a loose fit could squash to fill the groove. A loose fit could be fine in the low pressure engine oil but maybe not in the HP.high pressure hyraulic systems usually have the orings contained as you describe.
On the other hand if the oring's cross section would fill the groove, it might be protruding too much to assemble properly.
