2004 E350 Starter

Ive got an 04 E350 where the starter took a ####. flat towed it about 5 miles to one garage then 5 miles to my shop, in neutral the whole time. put a reman starter in it. and have nothing. solenoid isn't clicking or anything. tried starting it in neutral, charged the batteries, changed the relay in the fuse box. jumped the big posts on the starter solenoid and the starter spins but the gear doesn't come out to catch the flywheel to start it. Had the starter tested, tested good. check the fuse under the seat, still got nothing. totally out of ideas. Any tips as to what it is?

Sounds like the bendix on the starter.

05 F350 cclb dually, egr delete, blue spring upgrade, coolant filter, cat and muffler delete, scanguage II

sounds like the old starter was fine and so is the new one

if it spins off the big post thats shows the starter motor is good
but it won't throw out the gear into the flywheel without the Bendix energized

it sounds like your not getting the + signal to the bendix when turning the key

Just what I was thinking but would that lean more towards the ignition cylinder or a neutral safety switch or what commonly goes on them? Started tested good and the old one was usable if we jumped it until the solenoid welded itself together.
