Not enough boost

i recently did an egr delete, exhaust, intake, turbo back exhaust, amd SCT programmer, I didn't drive the truck much before I did the work but now have noticed Im peaking at 17.11 psi with the turbo. I have checked for possible air leaks but haven't found any, the previous mechanic that drove the truck said the dealership had put a new turbo on the truck not to long ago but when I did the egr delete all but on bolt on the turbo and one bolt on the pedestal where tight if even in the bolt hole (the rest were laying on top the engine) I did check the turbo wheel and it did have some slop in it. My question is, do I need a rebuild on the turbo? Or is there a safety feature on that SCT programmer to keep the truck from over boosting there for only allows it to push 17 psi.

youre only seeing 17.11 psi, what are you using to monitor ? what year is the truck? if its 05+ what does the dash gauge say . How does the truck drive? does it feel like its boosting more and just reading low? you could have a hole / crack / leak in in the hose off the PS of the intake manifold. with the turbo slop, what way is the play? in and out? or side to side

turbo bolts also have a tendency to turn their own way out and fall into the valley thats ok.

I would check for cracks in the map hose.... and busted up pipes.
Could have someone power brake it a little while ya look under the hood.. and see if you can see smoke/soot coming from somewhere in the back.

The gauge on the dash reads just below 20 and the SCT is where I got the 17.11 reading, the truck is and 05 with 126k, it seems to run good but when I tow anything it doesn't seem like it has the ass it should to pull, the reason I mentioned the turbo and pedestal bolts I wondered if maybe it rattled it self out of ballence, the spool shaft has about a millimeter or so worth or slack side to side

i wouldnt too much about that play, in/out play is what you really dont want to see. does it smell like exhaust in the cab at all, ever? checked every IC boots?

I have noticed a couples times the last couple days an exhaust odor, I'm just gonna pull it all apart and double check all the clamps and hoses
