L pipe attached to air filter tube burning wire harness.

Ok this thing has been skipping a lot when started warm ONLY. It has thrown no codes at all, but almost every time without fail it will skip on a warm start and it's been getting worse. I thought it may be a icp issue so I pulled it and it looked fine to me. I inspected the wires going to the icp and I found that there is a harness being crushed and melted slightly by the L pipe attached below the air filter tube. I'm going to put another pic up with the air filter and degas removed.

I was just wondering if this could cause it to short out a little and make it skip. Is that a normal place to have that wire harness? Because it's so tight I can't move it out from under neath the L pipe. And is that the proper position the air filter tube should be? Because I couldn't get it to tighten down any other way.

Pic with degas and air filter removed. Also the icp is over by the oil fill tube
