Turbo cleaning inquiry

I have taken apart my turbo to inspect it and the unison ring was rusted on and wouldnt move. I have it all cleaned up now but the actuator bell crank arm tends to require some force to move and when it does my turbo sounds like it's burping or gargling, is this normal? I seen videos online when putting the two parts of the housing together this little crank arm seems to move by itself from gravity alone yet i need to press it with my finger.

The gurgling sound is just oil and air moving in the regulator as you move the actuator arm around. Best to hit the area where the actuator arm moves with a wire brush and get any buildup out of there. Oil pressure is a great force and should be able to move it anyway but its best to give it a cleat path.
