What should icp and irp be at?

So truck is a 2004 f250 6.0 with 170000 miles

Oil changed 1000 miles ago with rotella t6
Along with fuel and oil filters (motorcraft)
And new repaired ficm

Truck has been acting up. Won't build boost tell higher Rpm's and black smoke
Before the turbo spools. And the turbo doesn't seems to be acting riight. Also last time I went to start it it reved up real high then after a little bit it settled down. Truck has a rough idle and seems to miss and it runs better right before it gets to full operating temp.

So question is what should my icp and ipr valves be at start up, cold idle, hot idle .

KOEO:
ICP psig - 0
ICPv - 0.2
IPR - 14.84

Low Idle (hot engine):
ICP psig - 550 - 650 IIRC
ICPv - 0.85
IPR - 22-24

High Idle:
ICP psig - 1400 or so
ICPv - 1.8
IPR - 40

Have you verified that your Turbo VGT controller is properly plugged in (fully seated)?

Oh -

My cold idle is:
ICP psig - around 700
ICP v - 1.1 or so
IPR - 26
