Not because of the water, but due to the cooler denser air. It also depends on the HP level as to if you will notice it. at 600hp Charles says 40hp IIRC...
At the 350-400 level I could not see it on the dyno other then lower EGT's...
If ever in doubt, refer to rule #1. Especially if you ever get to talking to anybody that actually makes a bunch of power, like some of the sled pull guys making 1000 to 2000ish hp, and they start explaining how water is like having more charger, just try to keep from laughing at them, and as always, hold fast to your faith in rule #1.
