Because it was a transition year from older to new tech.
They figured out better improvements an phased them in after.
But not all things are full improvements....
Ie the hpop puts out more , but the older style had a bearing it sat on so more durable, the turbo is larger, but the old one had an antibsurge wheel.
They spaced the rotors different so while pads are the same rotors are not, I assume the new ones are thicker and warp less but it may just be off set.
The some of the older ones had all aluminum ic the new ones had plastic sides which I assume was cheaper.
The air box battery tray is diff as well, the additional fender intake on the old was nice since the older trucks had plastic wheel liners but overall the air box sucks on both.
Actually, he is not asking what is different, he is asking why. Southmike pretty much has it nailed.
Also, if I was betting on it. I would say it was to use up a lot of parts left from the OBS trucks, in a lot of cases, not all.
Ford had the body designed, and some of the other things ready. They rushed it into production a year early to keep ahead or keep up with the competition.
No aih, no foil on ic pipe, front axel is diff then the later not sure when they switched, no stinking pmr rods, and one useless asss cupholder.
Oh then there is the special prarie tan color that doesn't match and, A rear seat in the back that wont flip like the newer ones, and finally a fuel filler port that doesn't take big boy pumps without some surgery.
Whoops forgot about the special edition yellow headlights, and a cruise control indicator that doesn't work with the supplied PCM.
I like my special edition cup holder.....one smart remark from the wife and oh no there's a "pot hole" i swerve and she's covered in water. Gives her something else to complain about real fast. I think ford was doing us a favor, some were just to stubborn to think about it that way. I say thanks for the million dollar cup launcher.
Never quite thought about it like that. I remember the first time my mife put a drink in the cup holder. I told her don't trust that. She says, it fine. First corner, she was wet.
Even with the new cupholder, she does not trust it at all.
I have yet to launch anything out of the new one.
I did an eBay. 70 dollarish one got a can of paint that I have yet to use..

I would have gladly paid the 120 for the correct one as well.
New tan is slightly darker, hence the paint or special double price.
I returned a leased '02 with grey interior...... I bought my 99....it has grey interior....guess where the old cupholder went......LOL
I use my truck for a truck that's all..and it's as solid as any truck I've ever owned.
Yah after about the third time she figured it out and now she holds her water bottles. Every now and then she will pull it out and put something in it. I can't help but smile alittle, she asks what im smileing about then she remembers.
A couple of things not mentioned that I've come across.
The rear has two right side calipers. They mount the left side in front of the axle and throw a large plate over it for protection.
Has the tapered taller F350 rear blocks.
Square U-bolts in the front.
Pitman arm is a different spline
Track bar has smaller bolts
