When the pinion yoke is installed, there is not movement. However, when it is removed, I can move the pinion up and down. Is the bearing completely shot or does the pinion yoke support it partially?

If you take the pinion off you will have zero preload on the bearings hence the slop.
Hope you measured your rotational drag before you took your yoke off. Because upon reinstallation you'll need to match that number. It's not set to a torque spec due to the crush sleeve setting a preload on the pinion bearings.
