Need Turbo Help

I have a 97 California model. Stock injectors bigger down pipe with bigger exhaust, hydor chip, AFE intake. I was having problems with egts when pulling, upgraded chip from super chip to hydor no difference. Had my boots and up pipes checked for leaks and every thing was fine there. Had stock turbo with 1.15 housing on it. A shop around here where I live told me to look in to the turbo they came back and recommended I upgrade to a little bigger one with a 1.0 housing. So I did, what I have noticed is when pulling my egts are way lower and fill I have more power but when I'm just cruising or pulling a trailer I have lost 3 mpg. I boost a lot faster than the stock turbo at around 1600 rpms vs stock at 1900 rpms. New turbo is pushing around 35% more air. Stock turbo when pulling my trailer would boost at 15 new turbo will boost at 12 but pushing more air.

What is causing the bad mileage or any recommendations on getting mileage back I don't feel like I have a heavy foot and have been playing around with it for about a year now and can get the mileage back to where it was with the stock turbo.

Some MPG upgrades for your OBS would be to
clean the screens in your fuel bowl
Clean the exhaust back pressure sensor and feed tube

I doubled my mileage with these two maintenance items.

1997 CCFB 7.3, ZF5, 4x4, 4.10, baby swamps, TS6, RSK

You can see why I doubled my MPG, I am surprised it was holding fuel pressure at all

That is the Fuel Pressure Regulator mounted on the side of the Fuel Bowl.

1996 California F350 SRW CCLB, 7.3 Powerstroke, 2wd w/ 354,400 miles, rebuilt at 352,250.
FUGA E-Fuel, T500 HPOP, 3" Diamond Eye DP w/ 4" Straight Pipe, PHP Hydra w/ Swamps Tunes, RiffRaff Bellowed Up-Pipes,
K&N Intake, EBPV delete, High Flow Turbo Outlet, RiffRaff 4/4 Wheel w/ 360* Rebuild, GlowShift Gauges.
