1997 F350 7.3 Turbo hard starting and no power

1997 Ford 7.3 Turbo 4 x 4 duelly with automatic trans.

Hard starting unless it is plugged in 60 degrees or lower. Low power, max speed 70 MPH on e-way after 5 miles with petal to the metal and slows on hills.

Removed injectors and had them tested all were within limits and replaced all O rings.
Replaced all glow plugs.
Drained tank and put in fresh fuel.
Replaced fuel filter.
Pressure tested fuel system for leaks.
Replaced wiring harnesses.
Checked oil in HPOP
Replaced CPS also

This truck doesn't have a check engine light so I don't think any computer analysis will do me any good.

Does the hard starting and low power have a common link?

If I rev the engine up to 2500 RPM and then floor it it will baulk puff white smoke and then take off to max RPMs.

Thrown a lot of time and good parts at the problem with no resolution.

Any idea what my next step would be?

welcome to psn. what glow plugs did you use? ZD-11 are the best! i personally was running atuolites before i made the switch,which helped ALOT! is your oil new or close to be changed? is your EBPV still hooked up? also filling out your sig with any mods that are done to the truck will also help the guys giving advice to help you. good luck.

I'd check all your pressures when running; hpop, fuel pressure. MOnitor pressures cold, as well as after the truck warms up.
Whats the condition of your IPR?
Did you run the injectors tests warm as well as cold?

Id test the glow plug relay to see if its working properly with the cold start issue. The low power issue could be a number of things, seems like you're on the right track though.

You can still have codes even if the cel isnt on.

Exhaust smell sweet at all (antifreeze)? Might have a blown HG, don't know if that will cause hard starts, but anything is possible.

I would do a compression test. The white smoke sounds like injector orings.

Who tested injectors? They would have to measure armature plate spec to see if poppet valves are good or bad. If bad, it will not start when oil is cold and thick.

Ended up being the ICM. Swapped it out with another from a friends truck and it started and 100% better. Got rebuilt unit for $165.00.
